these files are auto-generated. Seems like these comments will be overwritten
when we regenerate these files? I believe if you run tools/dom/dom.py docs these
comments will be also transferred to dom.json so that they won't be lost.

My understanding is that this is the source file. I was following the
instructions here:
https://code.google.com/p/dart/wiki/ContributingHTMLDocumentation

The generated files are in sdk/lib/html/dartium and sdk/lib/html/dart2js
