Added script to run local files on App Engine

The script works and now cleans up after itself if you press enter to quit
instead of doing Ctrl-C.

at the top of this section write a "quick summary" version for people to
more-or-less copy/paste in terms of commands?  like

--include-in-this-line-the-most-commonly-used-options-and-setup  (people then
can tweak as necessary to their particular use case)

just a suggestion -- consider creating the package root path relative to DART,
so you don't repeat GuessArchitecture and such twice. Also, consider storing

the result?" (I'm guessing dev_appserver.py runs the server, but does not open a

Done. - argparse doesn't allow the help text to have newlines for arguments, so
it isn't that pretty when you run it, but all of the information is there.

The dev server prints a few lines when it starts saying the address. It has
always been localhost:8080 for me, but it might do something different if that's
in use. I added a print statement, and here is the output after dart2js runs:

Point your browser to the address of the 'default' server below.
