partly fix date format dartbug.com/15811. this 0 pads. it still doesn't fix the problem where MMMMM formats July as J instead of July, but this is the more important problem. BUG= R=alanknight@google.com Committed: https://code.google.com/p/dart/source/detail?r=34604
