Fix parameter types for compareTo().

Also adding a CHANGELOG and analysis_options since it's strong mode
clean now.

Chris, I was initially going to just roll your fix into the external repo, but I
think my change here fits how the types work a little better. Int32 and Int64
allow being compared to int as well as their own respective types, so this uses
dynamic to reflect that.

Stephen, if you can add me as an uploader for the package, I'll publish this
once it lands. You can do that by:

$ cd <path to your local version of fixnum>
$ pub uploader add rnystrom@google.com
