bump pubspecs for pkgs that depend on analyzer
analyzer-dev.5 had a bug fix for polymer; this bumps the dep so I can upload a fixed version.

This lets me upload a version of polymer that interacts correctly with analyzer.
Otherwise I was hitting a strange error from "pub build"

Looks like our email thread didn't get picked up in code review tool.
Anyway, I reverted "intl", tho I think a version was uploaded already that
depends on -dev analyzer.
