More work is needed in this area, however, this makes
pkg/serialization/test/no_library_test.dart get further.

@Alan: could you try patching in CL 16644002 and this CL and take a look at the
following error in no_library_test.  I'm not sure what is wrong:

FYI: I have serialization working now.  This CL is part of the changes that
needed to get serialization to work.
