Make ninja build on mac work

If we use ninja as gyp backend on mac, all configurations must have the same
xcode_settings.

This CL enables us to use ninja for building dart on mac.
If anybody knows a better approach, please tell me.

Please comment this as a modification from the base file, Chromium's
src/net/third_party/nss/ssl.gyp.

If Dart_Base has any -wall or -werror flags, this may be a problem.  It was very
hard to override the -wall flags for other NSS gyp files, and separate flag
secrions in Debug and Release sections, rather than Base, were needed.

I added comment at the top of the file.

We'll see soon if the '-Werror' flag turns out to be a problem. In
'tools/gyp/configurations_make.gypi' it is included in 'Dart_Base'.
