Add a --no-dev flag to pub deps.

Add a --no-dev flag to pub deps.

This is useful for visualizing what transitive dependencies a package
will add for its users. This is especially useful now that the test
runner has so many dependencies.

If the intent is to see what a package's dependencies look like when it's
consumed by something else, then I think we want to omit dependency overrides
too.

Maybe name the flag "--as-lib" or something?

I don't think we can omit dependency overrides without running a full version
resolution. All this information comes from the lockfile, which uses dependency
overrides in preference to normal dependencies, so we have effectively no idea
what the non-overridden dependencies look like or depend on. We could just
exclude overrides that aren't in the normal dependencies, but that's
inconsistent and I suspect it will be confusing.

In general, because dependency overrides are usually only used in the short term
in practice, I suspect they'll come up infrequently in practice.
