Increase the default test timeout for scheduled tests on Windows.

This is an awfully big patch for such a simple change. How about making
scheduled test's default timeout handle this itself?

How about applying a multiplier to the previous timeout? That way if we ever
change the default timeout, the Windows-specific timeouts will adjust
accordingly.

Windows isn't slow everywhere. This is really a problem that's local to our
buildbots.
