LGTM, but we could also wait for Pete's change below since it will get rid of
this list of packages altogether. Up to you.

Indeed, we don't use unmodifiable_collections in polymer. The reason it was
there is that we were listing every transitive dependency of the package, so if
another package (like args or logging) was using umodifiable_collection, we
wanted to include it too.

FWIW, this trick of listing packages was just an optimization, so it should be
ok if it becomes stale. Pete, however, is fixing this code to remove the list
altogether (see his change coming up here:

In particular, "0.10.0-dev" means that the current version of the package has
not been released (version has a -dev) and it already contains breaking changes
(the .0 tells us that it was bumped from 0.9.*). So your change can be pushed
together with the other changes in the release.
