Update status of pkgbuild test for shelf, update dart2js_info to fix pkgbuild test for args

(args was an easy fix, just downgrade within the same major version. shelf
requires switching to 0.5.7 from 0.6.2 which might involve working around
breaking changes, so I'll do so more calmly later.)

Natalie - I imagine shelf is mainly needed here for pub, which currently has a
^0.5.0 dependency on shelf. Are there plans to upgrade pub to use ^0.6.0 anytime
soon?

dart2js_info uses shelf too, and I haven't looked yet to see if it works with
shelf 0.5.7 (it might just work), but if you were about to change this soon, I
might just ignore this and wait until you do so.
