For the time being I want to just add this here to enable this feature, but I
want to go through all of the files and make the notices consistent and not
redundant. That's a much bigger change.

Getting the notice to allow people to modify the comments is pretty important
right now, so that I can send out the e-mail to the mailing list about how to
edit HTML docs.

I do definitely want to update all the copyright notices and make them
consistent and strip all but one from the final generated file, but right now,
that'll take more time than I want to spend on this.
