You reminded me that args could use a little work. Since I'm waiting on a patch
from Nathan anyway, might as well do it now. This just makes the tests a little
more navigable.

Perhaps I'm missing something -- seems like you're removing more tests than
you're adding back in the new location...? For example "do not throw if the
value is in the allowed set" that was in args_test.dart?

The diff doesn't make this clear, but I'm pretty sure I kept everything. A
couple of test groups were renamed. The "do not throw if the value is in the
allowed set" test is in the new parse_test suite, but it doesn't show up in the
diff because it thinks that file was renamed.
