Description

Rewrite test Rewrite test string_decoder_test to use only public API. This makes the test compile with dart2js. Also fixed a bug where an unfinished UTF-8 sequeuce is not reported as an error. R=ager@google.com BUG= Committed: https://code.google.com/p/dart/source/detail?r=16575
