Fixing up some Element and SvgElement tests to make them more platform-independent

Just cleaning up some tests to try to remove some exclusions and unnecessary failures because of acceptable platform differences.

Is this something we could add automatically in our html lb if not provided on
IE? or should we always expect the user to provide it?

It's optional- IE includes the xmlns while Chrome does not. But the set test
does not include the xmlns and passes on IE.

I'd prefer not to try to put it in, as xmlns's can be finicky.
