Change the way we look up packages for tests.

Change the way we look up packages for tests.

Instead of looking in the repo's third party deps, this uses the
packages installed for pub in the package cache. Archived versions of
barback and source_maps are included via Git submodules.

This assumes that pub's dependencies will always be hosted ones. We should
document that here and in pub's pubspec.

Git stores them internally. Usually they show up in diffs, I don't know why
Rietveld doesn't display them.
