LGTM, but I also have an alternative suggestion.

You could change getVmOptions in test_suite.dart:

    if (!needsVmOptions) return [[]];
    List options = optionsFromFile['vmOptions'];
    if (configuration['compiler'] == 'dart2dart') return [options[0]];
    return options;
