Improve RangeBoundary::LowerBound/UpperBound. They should not just return MinSmi/MaxSmi when symbol's range is not available. Instead they should take offset into account. R=fschneider@google.com BUG= Committed: https://code.google.com/p/dart/source/detail?r=14426
