Clean up TODOs and comments in Intl

Clean up some TODOs that have been fixed in Intl, and move the DartDoc comment
that shows examples of message formatting to the Intl class so it's more
visible.

Also fixes a problem with the generation tools imports, and in the only code
change, changes the generation to not special-case en_ISO, which does appear in
both the pattern and the symbol lists, so doesn't need any special case. This
does not appear to change the actual contents of the en_ISO files, so doesn't
make much difference.

Does dartdoc distinguish between library and class documentation (aka two
different sections of comments at the top of the file)? I'm not sure it does.

It appears to. When I run it as dartdoc.dart intl.dart I get the three paragraph
comment starting with "This library" on docs/intl.html and the message examples
on docs/intl/Intl.html
