Things that went wrong first time:

1) we had both static methods and factories for IDBKeyRange.

For now I just rename them and delegate Dartium implementation to them.  I'd
like however to discuss w/ you what's the best approach: we can drop those
constructors, we can turn all static into constructors or we can decide on case
by case basis.

2) I forgot to add static modifier to methods in dart2js implementation classes.

Turning all static methods into constructors is not an option because of cases
like DOMURL.revokeObjectURL.
On the other hand, "new IDBKeyRange.only(value)" looks very natural, so I'm not
sure if we can drop factory constructors.
I'd suggest to add a factory_constructors list to generator and use this list to
auto-generate factory constructors and to avoid clashes with static methods.
