All of the other methods in the content::BrowsingContext class are virtual. This
getter maybe should be as well for consistency with all else? Maybe the content
interface for this should be virtual getter with a default impl that returns
'false', and a chrome specific derivation can override the method and check the
cmdline flag.

You're going to need 'content' owners approval for these changes to the
BrowsingContext class and interface. Maybe jam can give us some direction about
how he'd like to see this exposed in that interface?
