CR_DEFINE_STATIC_LOCAL.

It would be nice if we could share the ProcessMetrics instance with
getMemoryUsageMB.

CR_DEFINE_STATIC_LOCAL cannot be used here as it calls new on the first argument
while we call a factory method here.
