So is the Pass,Fail due to an assert? Why not changing the assert to an
internalError?

The problem is that we pass, even though we shouldn't.
It tests that  
  static final s = "constant string";
   ...   const SomeClass("$s")
works, which should only be the case if we recognized compile-time constant
interpolations.
But it works because we don't implement "const" but convert it to "new" instead,
so the compile-time constant requirement on the argument isn't checked.

I'll change it to just Pass.
