these urls are chrome specific, so they don't belong in content. see
http://www.chromium.org/developers/content-module for more details

see the call a few lines down to
content::GetContentClient()->browser()->OverrideWebkitPrefs, that's where chrome
can change these prefs depending on its urls.

SGTM; patchset #2 does this by extending the OverrideWebkitPrefs API to pass the
URL as well.  PTAL.
