Set platform app window size on Mac

This is a copy of the views CL that sets the initial and minimum window size of shell windows.

What if the launch_width is larger than the screen size? Do we want to handle
this case?

When a window is shown it is automatically resized to fit the screen. This is
documented in -[NSWindow constrainFrameRect:toScreen:]
