Small fix for package_management on Mac OS X.

For some reason, on Mac setup_tools won't create the installation directory if
it doesn't exist, while it appears to do so on Linux and Windows.

(I finally got a hold of a Mac so I can test on Mac, Linux and Windows before
integrating this into git_cl.py. All is now well under Python 2.5, 2.6 and 2.7
on all 3 OSes.)

A great place to put this symlink is in depot_tools.
