You can drop this because we have exception handling on all x86-32 systems now.

env['ENV'] *might* be shared across all the .scons files.

BuildEnvironments clones env deeply. I've also checked this behavior by
permuting things in SConscript and trying to access in a later nacl.scons
We use this idiom thoughout (ie each .scons allowed to modify env).
