[uber page] Split out part of headers CL to make review easier.

This CL simply wraps all <h1> tags into the sexier (and newer) version of
<hgroup> - the <header> tag.

tbresaicher: This is a part of my uber page headers & subpages CL.  I'm wrapping
<h1>'s in <header>'s to later group the 2 search related ones together and after
that make the "Return to X..." <button>'s easier to implement.

All I really need you to review is that I didn't mess up anything (did en masse
via :bufdo) and that wrapping an <h1> with a <header> doesn't change anything
about the appearance.
