Update libjpeg-turbo to 1.2.

Update libjpeg-turbo to 1.2.0.
This change applies the upstream changes from 1.1.90 to 1.2.0 (r733).

Before upstreaming this change, I have applied this change as a local patch.
After upstreaming it, I do not need this local patch and this is why
google.patch removed it.
