I've updated these files and forcibly included base/time.h in provider_impl.h. 
You mentioned that different build modes may or may not include base/time.h. 
For safety, we should probably run the alternate build modes before submitting. 
And I suppose because this is a new review, it will need a new LGTM as
appropriate.

the first set of failures was due my wrong param for "trychange.py": I used -p0,
should've been -p1.

the second set of failures seem unrelated, and looks like it built everything.

Try job failure for 9195028-1 (retry) on mac_rel for step "update".
It's a second try, previously, step "browser_tests" failed.

Am I correct in asserting this is a spurious failure due to some internal
network outage?  I'll try committing again in an hour or so, but if that fails
