Did you still want this change even though we agreed to change RemoveDownloads
to take a vector of db_handles? I don't know how long that change will take.

Yep.  This is targeted at a potential problem in SQLite that we don't completely
understand, but that I at least don't see how would be caused by the problem
we're trying to fix with the db handle vector.  So I think this is worth doing. 
Especially since it's already in the form of a CL :-}.
