Move autocomplete_list.js from options and options2 to shared/js

Only two places, and they're both in options: The list of startup pages, and the
homepage. The idea was that if it's in cr/ui then people will be able to use it
elsewhere if they want to. Plus, if we do make any more changes to it, we won't
have to make them in both options/ and options2/

arv had suggested a while back that it should move to a common location since
it's not options-specific, I just hadn't gotten to it before switching groups.
