Check for the specific interface versions required in pp::Var.

TEST=Plugins built with Pepper 17 SDK should be able to use pp::Var::AsString() even when run under Pepper 15.

This CL fixes pp::Var to use versioned interface checks; I think it makes sense
for the rest of the C++ wrappers to do the same.

Ah.  We don't generate versioned interface definitions for the latest version of
each interface, so we'll need changes to the IDL generator before this CL can go
in.  :(

PPB_Var has versions 1.0 and 1.1; you can write has_interface<PPB_Var_1_0> but
not has_interface<PPB_Var_1_1>, because the IDL -> C generator defines the
"current" version just as PPB_Var.
