Remove bug_86483a valgrind suppression.

Hasn't fired since October 18, and it should be fixed.

Not entirely sure how to figure out it if isn't happening.  I tried Pawel's
log-file-tool, and it said no fires since Oct 18, but I wasn't able to find
other suppressions that were firing recently, so I'm not sure whether I can
trust the tool.  I don't see the suppression firing in recent logs, nor do I see
it in the output of './tools/valgrind/waterfall.sh match', though I could be
using the tool incorrectly.
