Add xinput1_3.dll redist to final package.

Add xinput1_3.dll redist to final package.

Adds XInput redist DLL which is a new dependency of recently added gamepad code,
and is required on Win XP. laforge has OK'd the size addition to the final
package (~100K).

The goal is here to get xinput1_3.dll into the final package. Changes modelled
on the where I found references to d3dx9_43.dll.

I'm not clear on if this is all places that need to be updated, and what I
should verify locally. The dll at least makes it next to chrome.exe in a local
build.

Thanks, that page is definitely what I was looking for. (It appears FILES has
been deleted so I think I'm off the hook on that one). I'll go through the rest
of those locations.

OK, I believe I've gotten all the required locations (some in other depots).
