Remove a touchui section from chrome_browser.gypi

This looks good to me. My only concern is that since we have no bot building
this config is that we are risking code rot. On the other hand if Bryan or
others are still working on this actively this change makes sense.

I understand your concern, but the virtual keyboard is needed for the
accessibility work that is going on in Tokyo (and the StatusBubbleTouch is
needed by the virtual keyboard), so I don't think we should let that code get
removed.

Ryo: have you thought about setting up a builder to prevent rot to the virtual
keyboard code?
