Roll ANGLE r887:r889 and expand and clarify the reason for its special
exception in checklicenses.py. licensecheck.pl needs to understand the
Bison "special exception".

+mal. Mark, the reason for the special exception in checklicenses.py is
explained in http://crbug.com/105232 ; this change just allows us to use more
recent versions of flex/bison. Can you please give a thumbs up to expanding this
exception?

Is ANGLE used in the browser executable? If so, I think this should really get
recognized properly as "GPL with bison exception" and not just "GPL" (or are
there any other GPL bits in ANGLE?).
