The FPS is initially set to 60 and then updated every time the screen is
redrawn.  However, background pages (such as are used in pronghorn
offline-gmail), are never drawn, so the values stays at 60 FPS.  This fix sets
the initial value to 0 FPS, so that pages which are never drawn give a more
accurate display under the Chrome Task Manager.
