Cocoa: Make HTMLDialogWindow resizable

Currently the Windows HTMLDialogWindow is resizable but the Mac version is not.

With this CL I'm matching the Windows behavior and making the dialog resizable with a minimum size of HtmlDialogUIDelegate::GetDialogSize().

BUG=100921
TEST=Open the task manager and verified that the dialog could be resized.

Ben, I thought I remember you saying that HTMLDialogWindow should go away. I
don't remember the details though – I guess you're fine with it being used for
the webui task manager?

I am not quite sure what I meant by that. I do think some part of
HTMLDialogView (a views::View subclass) should move to src/views.
