Because content.gyp depends on compositor.gyp which depends on
chrome_resources.gyp which would then depend on content.gyp :-/

Is this something we can/should have a TODO for fixing, i.e. change this to a
.gypi once content.gyp no longer depends on stuff under chrome/ ?

I note that the resources are currently Mac-specific, yet there are many lines
in this change where the .rc file is effectively being linked into Windows
builds.  Is this resource file ever going to be non-Mac-specific?
