Description

Mark SearchEngineManagerWebUITest.testOpenSearchEngineManager as flaky. SearchEngineManagerWebUITest.testOpenSearchEngineManager fails when run on a ChromeOS VM for the first time, all subsequent runs pass. Marking it as flaky.
