Why did you decide against making this a pref?

I don't have any problem with ripping the toggle out entirely, to be honest (see
http://codereview.chromium.org/8051030/ :) ), but if we leave it in we should
expose it via an extension API. I don't think we can (easily) do that with a
switch (they require a restart, don't they?).
