Suppress failure for downloads.DownloadsTest.testPauseAndResume, as it is failing sporadically on pyauto win vista, and cause is not understood.

The person who I think of as owning the pyauto tests is Nirnimesh (cc'd).  Eric:
When did this start failing?  I'm not seeing it on the main waterfall.  

CCing Ben since he committed a change recently, but there's no reason to suspect
his change unless 107836 is when the pyauto test started failing.

Please ignore question and cc of Ben--I've now actually read the bug :-}.  I'll
keep digging for a bit, but I agree, this one's weird.
