Make this comment more generic (such as "some functions we
copied from NSS"), or just remove this comment.

This header is intended to declare all or most functions we
copied from NSS, hence the name chromium-nss.h.

Please add a note that this function can be replaced by
PK11_ImportEncryptedPrivateKeyInfoAndReturnKey when we
use NSS 3.13.2 or later.
