This should really be called NOTIFICATION_EXTENSION_WARNING_CHANGED. Also update
the comment to indicate it can be called when a warning is suppressed.

Done.

I have changed the label and the comment. I did not add the comment to indicate
that NOTIFICATION_EXTENSION_WARNING_CHANGED can be triggered when a warning is
suppressed because I have renamed the warning suppression in ExtensionWarningSet
to be called "badge suppression".
