Move chrome/browser/ui/touch/keyboard* to chrome/browser/ui/virtual_keyboard/

Move KeyboardManager related files from ui/touch/keyboard to ui/virtual_keyboard
Rename KeyboardManager to VirtualKeyboardManager

TEST=chrome and browser_tests compile successfully with GYP_DEFINES="touchui=1"

This CL is a preparation to enable virtual keyboard for non touchUI builds.
I changed the name from KeyboardManager to VirtualKeyboardManager because the
class is only for virtual keyboard (do nothing for physical keyboard).

Virtual keyboard will become usable on non touch builds by explicitly setting
GYP_DEFINES="use_virtual_keyboard=1" after a few CLs.

After some additional CLs, "use_virtual_keyboard=1" will be set by default to
make virtual keyboard used in regular ChromeOS.
Current ETA is the end of October.
