Fix the issue on extension API that extension ID should be converted to app name when it is passed to the Browser.

I'm surprised that no other popups opened by extensions have hit this bug. Are
you sure this is the right change as opposed to changing
Panel::GetExtensionFromBrowser to stop converting the name back to an extension
id?

I fixed the similar issue some time ago. We need to package the extension id
to app name in order to pass it to the browser. Panel happens to rely on
this info to search for the owner extension. Thanks.
