Multi-Profiles: Put multi-profiles behind a flag on Windows

Multi-profiles is currently enabled by default on Windows. This changes disables it by default unless the user enables it using the multi-profiles flag.

Once we branch for M15 I'll revert this change so that we have multi-profiles renabled on trunk.
