Add IDL for the fullscreen dev API.

Add IDL for the fullscreen dev API and automatically generate the .h file.

The string is slightly different (DEV) vs _Dev.  Shouldn't matter so LGTM.

If possible I'd rather we fix it, so that we don't break Flash every time an API
gets IDL-ized (lots of unnecessary churn).
