mac: Use stabs instead of dwarf when fastbuild=1

libbase_i18n.a goes from 1MB to 300kB with this. I could imagine that
this CL makes the trybot compile time quite a bit faster.

I guess the best way to find out if this helps any is to land it. fastbuild=1 is
only used by the trymaster on mac, so it should be fairly safe. (And if it
doesn't help or breaks stuff, it's easy to revert since it doesn't require a
master restart.)
